Procedure

Land Acquisition

For the purpose of securing and assisting in a rapid and orderly establishment & organization of industries, trade and commerce in Industrial Areas and Industrial Estates in the State of Odisha, the Government of Odisha by notification established Odisha Industrial Infrastructure Development Corporation. The Corporation was also designated as the nodal agency for the provisions of land infrastructure with the mandate for identification, procurement and allotment of land for industrial and allied purposes, including creation of associate, social infrastructure.  IDCO being the nodal agency for provision of land for sponsored projects files acquisition and alienation proposal for private land and government land respectively with the appropriate authorities and pursues the requisitioned proposals until the land is finally delivered to the user agencies. The OIIDC Act & Rule & the OIIFA Act & Rule   along with   the recommendations of exact extent of land by the   IPICOL / DLSWCA concern empower IDCO to take up the procurement of land for the industry through the process of acquisition and lease. While private land is obtained through the process of acquisition as per the provisions laid down in the Land Acquisition Act., IDCO gets govt. land on lease from Government observing due process as per the provisions of OGLS Act. Further, IDCO allots the land to the project authorities as per the provisions of the OIIDC Act- 1980, within the IPICOL recommendation. 

Land Bank

The traditional land acquisition processes has been observed to be leading to endless litigations which hinder timely availability of land to industries. Government of Odisha (GoO) shall establish “Land Bank” on appropriate extent in industrially potential districts / areas in view of future requirements of land for various industries. Existing industrial areas will be expanded as needed and new industrial areas would be developed with necessary industrial infrastructure.

The IPR-2001 for the 1st time envisaged that Government land earmarked for industry under the “Land Bank” scheme and other Government land wherever available will be allotted for industrial projects. IDCO will be the competent authority in the matter of allotment of land for industrial and infrastructure projects including those needed for creating social infrastructure in designated Industrial Estates, Industrial Areas, Industrial Parks, Growth Centres and also in respect of land transferred to it under the Land Bank Scheme.

IPR,2007 reiterate the Land Bank concept with the concessional rate of land for new Industrial units and for Social Infrastructure projects.
Accordingly IDCO took up the Land Bank Scheme and filed lease proposal mostly for Government land in the identified locations.
